Mozambique: When the fight against bureaucratic protocols in the administrations becomes a presidential priority

Mozambique has engaged in a fundamental battle against bureaucracy, which has been considered for several years as one of the main obstacles to domestic and foreign investment. Under the leadership of President Daniel Chapo, the government has made the simplification of administrative procedures a central axis of its economic policy, with the stated objective of restoring the confidence of private operators.

The Head of State has reiterated it several times in recent months: improving the business climate means reducing costs, digitizing public services and strengthening regulatory predictability. A roadmap that places the Agency for the Promotion of Investments and Exports (APIEX) at the center of the system. A one-stop shop for investors, the agency now supports project leaders in their administrative, financial and land procedures, while facilitating access to customs and tax exemptions for capital equipment.

This dynamic is accompanied by a clearly expressed desire to review the legal frameworks considered too restrictive. At the Africa CEO Forum in Kigali, President Chapo affirmed the State’s responsibility to « remove the blockages » that hinder the development of the private sector, both national and international, paving the way for a revision of certain economic legislation

On the ground, the effects of this strategy are beginning to be felt. Licensing procedures are streamlined, processing times are shortened, and visa facilitation measures are being introduced to support the establishment of foreign investors. The recent Maputo International Fair (FACIM), which brought together a large Brazilian delegation around industrial and technological partnerships, illustrates this ambition to reposition the country as a reliable destination for international capital.

Beyond the figures, it is a change of posture that President Chapo is carrying that of a state that wants to be a facilitator rather than an obstacle, aware that each simplified procedure represents a signal sent to the markets. In a regional context marked by increased competition to attract capital, this battle against bureaucracy appears to be a strategic gamble, that of making the renewed confidence of investors the foundation of more inclusive and sustainable Mozambican growth.
