Mozambique: President Daniel Chapo or the austerity policy at the service of public health.

Reforming the administration only makes sense if the savings made are translated, concretely, into the daily lives of the population. This is the challenge of Mozambican President Daniel Chapo, who has been undertaking a major overhaul of provincial governance since last April, a project whose ambition goes beyond simple budgetary rationalization to aim at strengthening essential services, starting with health.

The reform is based on a simple observation: the system inherited from the 2018 constitutional revision had stacked two competing provincial structures, the decentralized provincial government and the State Representative Council, generating administrative duplication and bureaucratic burdens. By submitting to Parliament a bill abolishing an entire level of governance, the head of state has kept a promise made since his inauguration in January 2025: « less state, more economy ».

The cost of this rationalization is now known more than €16.7 million in annual savings, according to presidential announcements. But the essential thing is not in the elimination of jobs or in the reduction of public spending for its own sake, it is in the destination of these free resources. Daniel Chapo has stated it unambiguously: the funds released will be redirected to sectors deemed to be priorities, first and foremost health, alongside education, agriculture and social protection.

It is precisely here that the credibility of the reform is at stake. A better staffed provincial hospital, a rural pharmacy finally supplied, a district health center capable of ensuring continuity of care: this is the concrete measure of administrative efficiency that would otherwise remain only an accounting exercise. The Economic and Social Plan and State Budget 2026, promulgated by the President, explicitly directs the allocation of public resources towards productive, logistical and social infrastructure, signaling that this articulation between State reform and health investment is not secondary, but structuring.

There remains the test of execution. Reducing the administrative layers is a political decision; Transforming savings into hospital beds, available vaccines and health care staff on the ground is another, measured province by province, in the effective reduction of the territorial asymmetries that the Mozambican government says it wants to combat.
