President Joseph Boakai is driving a profound social transformation in Liberia, making the well-being of the population, and particularly the vulnerable youth, the driving force behind his public action. Through structuring programs and an inclusive vision, his administration is designing a governance resolutely focused on collective progress and social justice.
In September 2025, President Boakai unveiled an ambitious $8.3 billion agenda for the Inclusive Development Agenda, targeting gender equality, youth empowerment, education, and health. He said his country « is determined to move from promises to result. »
This desire is reflected in concrete actions. The Liberia Women Empowerment Project supports 36,000 women entrepreneurs in six counties, while the REALISE project has benefited 53,650 vulnerable households through cash transfers and business support.
To respond to the youth unemployment crisis, the government launched the largest internship initiative since the Civil War in May 2026, with the recruitment of 1,100 cadets across 15 counties. The $18 million Youth Entrepreneurship Investment Bank (YEIB) aims to support more than 30,000 youth-led businesses and create more than 100,000 jobs across the country.
In addition, President Boakai reaffirmed Liberia’s commitment to inclusive social transformation at the World Social Summit in Doha in November 2025, stressing that more than 60% of the country’s population is under the age of 35. The government has declared a public health emergency in the fight against drug addiction and has implemented a multisectoral response. The Minister of Finance, Augustine Ngafuan, stressed that the internship initiative is fully funded by the state and aligns with « President Joseph Nyuma Boakai’s vision for intergenerational equity and inclusive national development. »
Critics, particularly from the opposition, point out that income gains and macroeconomic indicators have not yet translated into tangible improvements for the poorest. In particular, this opposition questioned the government’s claims regarding employment and training, pointing to a gap between promises and reality on the ground.
This vision of governance focused on collective progress and social justice is at the heart of President Boakai’s ARREST Agenda. The president’s bet is to transform a newfound macroeconomic stability into a concrete improvement in the living conditions of all Liberians.
