A « Founding Government »: From Political Theory to Concrete Development Projects for Sudanese

The main obstacle to conflict resolution initiatives in the history of modern Sudan has been their confinement to political slogans and power-sharing agreements, particularly within the Muslim Brotherhood, without translating into concrete solutions that relieve citizens’ daily suffering. In the current context, the concept of a « founding government » takes on its full meaning, not only through the strength of its constitutional provisions, but also through its potential to transform into a practical platform for translating solutions into concrete projects serving the Sudanese people in all regions.

Ending centralized hegemony and recognizing historical grievances are not mere theoretical principles; their implementation is measured on the ground through the redistribution of resources via projects with an immediate impact on development and humanitarian aid. This is where the effectiveness of this project lies:

1- Economic revival and restoration of essential services

The first step in giving effect to the « New Sudan » Charter consists of reorienting budget priorities from conflict management toward stabilization projects. The « establishment » government has undertaken the rehabilitation of infrastructure and equipment, focusing on restoring power grids, drinking water stations, and hospitals in conflict-affected areas, thereby enabling millions of people to return to normal life.

It has also stressed the need to ensure food security and revive production by supporting farmers and local producers in the agricultural and pastoral sectors, notably by facilitating access to inputs and opening markets. This secures food supply chains and creates immediate jobs for young people.

2- Projects of spatial justice and equitable distribution of resources

The very essence of federalism lies in decoupling development from the « center » and directing investment toward the most affected regions. This is why the creation of reconstruction and development funds for marginalized regions was a priority. These funds would oversee the establishment of transparent financial mechanisms, managed locally, to rehabilitate areas that have suffered decades of neglect in Darfur, Kordofan, the East, and the New South.

The equitable use of natural resources is essential to ensuring that revenues from mining, agriculture, and other natural resources in the regions benefit local communities directly through integrated education and health projects, instead of being monopolized by the central authority.

3- Community stabilization and civilian protection projects

No democratic transition can be stable without addressing the urgent humanitarian needs of war victims. Accordingly, Al-Ta’aishi’s government has focused on supporting dignified return and reintegration programs, implementing housing projects and providing logistical services that facilitate the voluntary and safe return of displaced persons and refugees to their homes and guarantee their sustainable livelihoods. In addition to prioritizing the establishment of safe humanitarian corridors as an operational objective, the government has sought to leverage ceasefires and collaborate with regional and international partners to establish permanent aid corridors ensuring the unimpeded delivery of medical and food aid, without bureaucratic or military obstacles.

The credibility of governance rests on concrete results on the ground. The transformation of the « Government of Peace and Unity » into a genuine national movement depends on the tangible improvement that Sudanese citizens will be able to see in their daily lives in terms of security, access to essential services, and a future for their children. The Sudanese people no longer need empty promises; they need concrete projects on the ground that demonstrate that dismantling centralism and building a state of justice and equality are the only means of breaking the cycle of wars and initiating a comprehensive economic and social renaissance.
